Frew became connected with the House of Refuge for Western Pennsylvania as principal teacher of the boys. I was a manager and on the committee which had charge of the schools, & thus had every opportunity of knowing him well. I regard him as a good teacher & a discreet, prudent and conscientious man. In short, he was one of the best officers we had in the institution while I was of its Board. I was three years an officer. Mr. F. has had some five years experience in the management, a part of the time as Assistant Superintendent & in my opinion is fully qualified for the control and superintendence of a House of Refuge or School of Reform.
