Complaint before alderman of Pittsburgh made by Mrs. Sarah A. Brockaner of 
Allegheny City stating that John Harper, an infant under the age of 11 years, 
in consequence of vagrancy and the condition of his mother, in whose custody he 
is.  Deposes that she has known John Harper for some time, that his mother is 
unable to control or take care of him, has no employment for him.  He refuses 
to go to school & will not stay in the house and I cannot keep him longer.
