Report of the Visiting Committee of the House of Refuge of Western Pennsylvania:
Virginia White, aged 15, committed by A.C. Alexander, mayor of Allegheny City 
on the oath of her grandmother, Hannah Kelly, and Miss A.M. Bryan.  The father 
is intemperate & mother at the City Alms House.  Virginia is beyond the control 
of her grandmother.  Consider her a fit subject.
