  Note written on stationery of the Commissioners' Office, Armstrong Co., 
  Kittanning, Pa.  F.M. King, H.J. Hays, James B.B. Douglass, Commissioners.  
  Benjamin Oswald, Clerk.  Received of George M. Perman, "paral agent" the person 
  of Joseph Hoover.
  
  Additional Comments:
  The note was found in the papers of the Western Pennsylvania Reform School at 
  Morganza.  The term "Paral agent" was meant to refer to "parental agent."
