He was well known as an instructor in mechanical engineering for the Pennsylvania railroad. Mr. Charters was born March 8, 1887, at Oakland Mills Juniata county, a son of David and Mary (Brown) Charters. He was graduated from Williamsport Dickinson Seminary and Penn State college as an engineer. Surviving are his wife, the former Jeannetta Reem of Wehnwood, a son, Richard of Philadelphia; a daughter, Mrs. Melvin Knouse of Altoona; two grandchildren and a sister, Mrs. Erma Seiber of Oakland Mills. He was a member of the Frist Presbyterian church. Mr. Charters was affiliated with Mountain lodge, F&AM, the Williamsport consistory, Knights Templar and Jaffa Shrine and the P.O.S. of A.
