Mr. Orr was born in this city on Nov. 20, 1872, a son of John and Harriet (Keith) Orr. He first was elected sheriff in 1909. The term at that time was three years. In 1917 he again was elected to the office. Meanwhile the state constitution had been amended and the second term was for a period of four years. In 1931 Mr. Orr was a candidate for his party's nomination ____ unsuccessful. During his second term as sheriff Mr. Orr was called upon to deal with a strike of railroad shopmen. Mr. Orr served his party for a period of ten years as chairman of the county committee. He first was chosen on May 29, 1922, when he succeeded Hon. George G. Patterson, present judge of the county courts. He subsequently was re- elected four times and continued in service in that capacity until May 9, 1932, when he was succeeded by Colonel B. C. Jones.
