Brown buwbrown@comcast.net July 24, 2008, 8:04 am Complaint made before W.A. Fleming, Justice of the Peace of Butler County, by W.A. (William) Wagner of Karns City, father of Hattie M. Wagner, aged 13. She is disobedient, incorrigible in her conduct, refuses to do work, goes away from the house without permission. Swears and defies my authority, going out on the streets, and staying out until late hours. Henry Wagner of Karns City deposes that he is the grandfather of Harriet M. Wagner. She has become very obstreperous, ill tongued, abusive in her language toward her stepmother, Mrs. Lizzie Wagner. She goes away from home and is on the streets at late hours.... Mrs. Elizabeth Wagner, wife of W.A. Wagner, deposes that she is the stepmother of Harriet Wagner. She refuses to obey me and has become abusive and wicked in her language. She goes out at night and stays out late. She has threatened to run away from home. She has become uncontrollable & vicious. She defies her father and goes where she pleases. I have done all I can do advising her as to doing right. I need her help but can't get any help by her. Additional Comments: Notes written at the Pennsylvania Reform School at the time of the girl's arrival there: Hattie M. Wagner. Father, Wm. Wagner, is a coal digger and lives at Carnes City, Butler Co. Was not well treated at home. Sent here for associating with bad company. Has been criminally intimate with Lynn Early, a coal digger living in Carnes City. Description: Height 5'1". weight 95 pounds, fair complexion, light hair, small nose, full lips, scar at bridge of nose, blue grey eyes. Age 13 years on April 5, 1897; received Mar. 9, 1897. Born Penna., parentage American. Methodist. Father and mother not intemperate, do own property. 1 younger brother, 1 older sister. Illiterate. Swears and lies. Does not steal or use tobacco.
