Ebensburg - When Made A Borough, by Whom and How
Ebensburg was incorporated a borough January 18th, 1825. The act of Assembly
incorporating it contains thirteen sections. The first election for borough officers
was held March 18, 1825. At the election, the following officers were chosen:
Burgess, Richard Lewis; Town Council, John Murray, Philip Soon, Moses Cunan, Owen
McDonald, Silas Moore; High Constable, James Rhey; for Town Constable, Jas. Rhey had
20 votes, and David H. Roberts had 20 votes; Schoolmen, John Wilson for 3 years,
John Lloyd for 2 years, Johnston Moore for 1 year. The officers who held the
election were Samuel Weary, Inspector; Robert Roberts, Judge; Stewart Steel, Clerk.
The Burgess was "sworn in" by Justice Noon, and the other officers were qualified by
the Burgess. The Council held their first meeting March 2lst, 1825, at the house of
Owen McDonald, when Stewart Steele was appointed Clerk, Jno. Lloyd, Treasurer, and
David Davis, Street Commissioner. Mr. Steele and Jeremiah Ivory were appointed to
discharge the duties of regulators of the streets of the borough. Mr. Lewis and Mr.
Murray were appointed a committee to call on the Commissioners after the appeals and
ascertain the amount of taxable property in the borough, and the names of those
persons chargeable therewith. On motion, adjourned to meet at the house of Mr. Lewis
on the 20th of April following, at 9 o'clock a. m.
That was the beginning of Ebensburg as a borough, and this is an abstract of the
proceedings of our first Town Council. Forty-five years ago! How few, how very few,
of those parties who took hand in the work of organizing a local form of government
for us, are with us today! Richard Lewis, John Murray, Philip Noon, Moses Canan,
Owen McDonald, Silas Moore, James Rhey, Samuel Weary, Stewart Steele, John Wilson,
John Lloyd, David Davis, and Jeremiah Ivory have gone. The survivors are David H.
Roberts, Robert Roberts, and Jeremiah Moore.
