He was valedictorian of his Franklin High School class; graduated from the University of Pittsburgh with a BS in Physical Chemistry and from the University of Pittsburgh Law School with a JD in 1954. He served in the US Navy during the Korean Conflict. After graduating from law school he opened a law office in Johnstown, Pa and worked as an attorney until 1971 when he was elected Judge of Common Pleas of Cambria County, an office he held until 1991. In 1988 he was appointed as President Judge. Joseph O'Kicki was twice nominated for the Federal Bench. He retired and moved to Slovenia in 1993 where he worked for Gospardarski Vestnik, the largest business publishing house in Slovenia; as a teacher for the public school system and private English instructor; as a translator; and a consultant to Mayor Rupel. He was married to Sylvia, and was the father of nine children. Joseph is buried in Zale Cemetary, in Ljubljana, Slovenia.
