Wicks, Justice of the Peace of Cambria County, by Isabella Bartnett of the Borough of South Fork, mother of Charles Bartnett. She deposes that she is a widow and has 4 small children, ages 5, 7, 9, and 11. Charles is incorrigible, will not work, often obtains intoxicating liquors (by some means unknown to me) and gets drunk, uses bad language in the home, abuses his small brothers and sisters, often threatens to kill them. A.J. Ringhard deposes that he/she lived next door to Barnetts (on the same lot). Testifies to the same. I positively heard him say he intended to kill his brother Howard and also his mother, is not safe to leave in his home alone with the family. This morning was drunk; his mother called me in to the home to see him. He refuses to obey her in any way. Harry Bishop states that he knows Charles Bartnett, lives near him, in a portion of their home. About two weeks ago he raced his little brothers and sisters (with a butcher knife) from their basement to our room. I helped to quiet him down yesterday evening in a drunken crazy spell; cursed his mother & refused to do her bidding in any shape, form or manner. Additional Comments: Notes made upon the boy's arrival in Pennsylvania Reform School: Charles Bartnett, No. 5704; Division F. Father dead. Mother, Mrs. Isabella Bartnett, does housework; living at South Fork, Cambria Co., Pa. Sent here for disobedience, not working, jumping freights, etc. Description: height 5'5 1/2"; weight 105 pounds. Age: 16 on June 10, 1899; received June 17, 1899. Born in Pa., parentage American. Church: Evangelical. 2 younger brothers, 1 older sister, 2 younger sisters. Can read & write.
