To provide for certain persons engaged in the land and naval service of the United States in the Revolutionary War for the following considerations, viz; That I, Joseph L. Finley entered into the public service on the 6th day of April 1776 in Capt. Andrew Long's Company in a regiment raised by the then Province of Pennsylvania commanded by Col. Saml Miles, as will appear by my commission of 2nd Lieutenant as of that date herewith produced. One the 26th day of Oct. 1776 I was put upon the Continental establishment in Capt. Jno/ Marshal's company in the 13th Penna Regiment commanded by Col. Walter Stewart as will appear by my commission of 1st Lieut. of that date. By an arrangement of the army I was transferred to the 8th Penna Regt commanded by Col. Danl. Brodhead by commission of Capt to take rank from Oct. 20, 1777. I was transferred in 1782 to the 2nd Penna Regt commanded by Col. Richd Beitler at Carlisle & Lancaster as by commission of Captain in that regt of that date. Lastly I received a commission of Major by brevet dated Sept. 30, 1783. Shortly after which the army was disbanded & my service terminated embracing a period of 7 years & above 6 months. That for several years, I have been & now am in narrow circumstances in life, being wholly incapable of labour, by reason of old age, a broken constitution & bodily infirmities, so that I feel myself in need of some aid to render my few remaining years more easy & comfortable.
