GEORGE CLINGAN Dr. Clingan was a practitioner of medicine in Chambersburg shortly after the close of the War of the Revolution. He was one of the signers of the petition to the Legislature in 1784 for the organization of Franklin County, and was appointed the first Treasurer of the new County, serving from 1785 to 1790. He is represented as a man of fine ability and character, who stood well in the estimation of the public. He made little effort to acquire a medical practice and consequently his success as a physician was limited. He was in Chambersburg as late as 1798, but no later record is available.
