Justice of the Peace: 'Squire James Kelly can look back over a long period of time when the tallow candle was the illumination, followed by oil, to be more improved by electricity, back to the old canal, to the streets encased with mud. 'Squire Kelly was born in Huntingdon, Pa., on September 8, 1845, and educated in the Huntingdon schools. His father was Patrick Kelly, born in County Galway, Ireland, and came here in 1821. His mother was Anne Nightwine; she was born in Huntingdon, Pa., of Irish descent. The father died in 1885; both are deceased. Years ago Mr. Kelly was a telegraph operator for the Western Union, for fifteen years located at Huntingdon, Pa. Was Prothonotary for three years of Huntingdon County, Pa.; Borough Auditor, and many times has served on the Election Board; also Borough Assessor. For fifty years he has held the office of Justice of the Peace, a record which can scarcely be exceeded. His decisions have always been rendered without showing partiality. During the World War he was on the Registering or Draft Board, and also appointed to look after unnaturalized Germans, and today he has in his possession finger prints and photographs of those he rounded up. During his life he has served on the juries of three murder cases. 'Squire Kelly is a Democrat. Has one brother, John, of Huntingdon, Pa. One sister married to David Masden, a widow, at Altoona, Pa.
