FULCOMER, 59, Dillsburg, and formerly of Latrobe, Greensburg and Huntingdon, died Saturday, Jan. 5, 2002, at Holy Spirit Hospital, Camp Hill. Born May 24, 1942, in Latrobe, he is survived by his wife, Marian (Corey) Fulcomer, and three children; Thomas M. Fulcomer, of Camp Hill; Julie F. Wiley, of Lawton, Okla.; and Jill R. Fulcomer, at home. A brother, William Fulcomer, of Newton Square, and a sister, Kathleen Jarosek, of California, also survive. He is also survived by three grandchildren. A brother, Larry Fulcomer, preceded him in death. Mr. Fulcomer was a member of St. Elizabeth Ann Seton Catholic Church, in Mechanicsburg. He was a member of the American Correctional Association and the Pennsylvania Prison Warden's Association. A graduate of Derry Area High School, he earned a bachelor's degree in education and a master's degree in guidance and counseling at Indiana University of Pennsylvania. He was a former speech therapist in the Greater Latrobe School District from 1964-1969. Mr. Fulcomer began a long career in corrections as director of education at State Correctional Institution (SCI) Greensburg in 1969. Four and one-half years later her was named superintendent at Greensburg. Under his leadership, Greensburg became the first state correctional facility in the nation to be newly accredited under the standards of the National Commission on Accreditation for Corrections. Mr. Fulcomer remained at Greensburg and was appointed as superintendent at SCI Huntingdon in 1983. In 1990, he was named deputy commissioner for the Western Region. In that position he was responsible for the oversight of nine correctional institutions. He was deputy secretary for the Pennsylvania Department of Corrections, Western Region. Jeffrey A. Beard, the secretary of corrections, said that "Tom will be missed and his absence felt by all 15,000 departmental employees. Without question he was the most universally liked employee within the department. His experience, competence and friendship are irreplaceable." A Mass of Christian Burial will be celebrated at 11 a.m. Wednesday, Jan. 9, in St. Elizabeth Ann Seton Catholic Church with the Rev. Richard P. Waldron as celebrant. Burial will be in Gate of Heaven Cemetery.
