Undated petition to the Managers of the Pennsylvania Reform School at Morganza, 
J.A. Quay, Superintendent.  Gentlemen:  We, the undersigned, citizens of New 
Castle, County of Lawrence, would repectfully ask your Honorable Body to 
discharge Harry M. Hoover on parol, to his mother.  The boy we think was 
committed to your care without sufficient, just and reasonable cause to keep 
him there any longer, and it would be a great blessing to the family to have 
him returned to his own home.  (Signed)
