Kwiatek, Sr., PA State Police, 85, passed away peacefully with his family at his side on Friday, June 10, 2011, at the M.S. Hershey Medical Center. He was a graduate of Penn State School of Business Administration, Northwestern University Traffic Institute, and a number of other military and law enforcement schools. Major Kwiatek retired after 30 years service with the State Police during which he had seen duty as a patrolman, crime investigator, and other special assignments before rising to supervisory and administrative ranks. He spearheaded modern innovations in the department such as the CLEAN system of computerized real- time communications, the helicopter patrol program, new Field and Administrative regulations, and a new radio high frequency network. Former Lt. Governor Kline had once referred to him as "The Father of the CLEAN System." Kwiatek was also Chairman of the Project SEARCH National Technology Committee, researching use of lasers in fingerprint identification and satellite transmission of criminal records, and was a member of the FBI's Advisory Board for the National Crime Information Center. The American Society for Public Administration awarded him its "Administrator of the Year" Award. He received commendations at his retirement from the FBI, New York and Michigan State Police, and others, but one he treasured most came from a lady member of his Bureau during an office farewell gathering who said that he would be missed because "he was good to the little people." A great source of pride to him was when his son, Albert, Jr., decided to join the State Police in 1975 and was presented with his Certificate of Graduation by his father, and when his son graduated from the Police Management School at Northwestern University. Kwiatek was the eldest son of Frank and Viola (Poliwczak) Kwiatek of McKees Rocks, and is survived by his wife, Ingrid (Paulson) Kwiatek, formerly of Erie; their son, Albert, Jr. his wife, Barbara, and their children and grandchildren; and numerous cousins. He served in the U.S. Army Air Corps during WWII as a Cryptographer and Aerial Machine Gunner, and as an Intelligence Analyst with Army Intelligence in Army Reserves after the war. During WWII he received the initial surrender request from Emperor Hirohito while on Adak Island in the Aleutians, which he then encoded and forwarded on to President Truman. He was a Life Member of the International Chiefs of Police and Pennsylvania Chiefs of Police. He was former Vice President of the Polish American Association, Chairman of Viking Lodge, Vasa Order of America, Life Member of the American Legion and Veterans of Foreign Wars, Reading Liederkranz, Mechanicsburg, Lancaster and Hershey Area Art Associations, Lancaster Woodcarvers Club, Life Member of Citizens Fire Co. of Palmyra, and a VA Hospital Volunteer. In his retirement, he became an avid artist and woodcarver with some of his works owned by collectors in other states as well as Europe. Memorial services will be held Tuesday, June 14, 2011, at 10 a.m. at his church, Palm Lutheran Church, 11 W. Cherry St., Palmyra 17078 with the Rev. Dr. John D. Merkel officiating. Family and friends are invited for visitation from 9 a.m. until time of the service. Burial with PA State Police Ceremonial Unit Honors will follow in Gravel Hill Cemetery, Palmyra.
