August 3, 1865 James Simmons, a seaman, who expressed satisfaction at the assassination of Mr. Lincoln, was court-martialed, and has been sentenced by Secretary Welles to two years' imprisonment, to forfeiture of all pay and allowances, to be dishonorably discharged from the navy, and never again to be enlisted or permitted to serve under the Government of the United States.
