Browne, 80, of Washington, D.C., died Aug. 27, 1997, at Washington Hospital Center. Dr. Browne was born in Washington, D.C., on July 21, 1917. He grew up in Meyersdale, where he was valedictorian of his graduating class, prior to returning to Washington in 1934. He is survived by his wife of 54 years, Frances Raymond Browne; his son, Vincent J. Browne, Jr.; his daughter-in-law, Dr. Matrice Washington Browne; two grandchildren: Kara Francine and Jordan Vincent Browne; and a host of relatives and friends. Dr. Browne was a graduate professor and chairman of the department of political science at Howard University. He received his B.A. from Howard in 1938 and his M.A. and Ph.D. degrees from Harvard University in 1941 and 1946 respectively. In 1939, as a graduate student, he was research assistant to the late Dr. Ralph J. Bunche, in connection with the Carnegie-Mydral study of An American Dilemma. From 1942 to 1946, he was on active duty in the U.S. Army, leaving with the rank of Captain. Professor Browne held various consultantships, among them with the Commission on Intergovernmental Relations, Foreign Operations Administration and the President's Commission for Veterans Benefits (1955). From 1953 to 1964, he served as administrative assistant to the President of Howard University. He served for five years (1964-1969) as director, Foreign Affairs Scholars Program, funded by the Ford Foundation and administered by Howard University on behalf of the Department of State and the U.S. Information Agency. He was also a former Dean of the College of Liberal Arts, serving in that position from 1968 to 1971. He published numerous scholarly articles and was a member of many professional associations. He served as the president of the Washington Urban League and as a member of its board of directors for several years.
