He was born in Meyersdale, and was a son of Mrs. Pearl May (Michael) Clem, Hopemont, and the late Robert D. Clem. He was a former Keyser police chief and had retired as foreman from a sign shop of the West Virginia Department of Highways. He was a member of the Grace United Methodist Church, the Keyser Volunteer Fire Department and the following organizations: Olive Branch 25, Knights of Pythias; Davis Lodge 51, AF & AM; Damascus Commandery 23, Knights Templar, and Keyser Chapter 25, Royal Arch Masons. Besides his mother he is survived by his widow, Mrs. Catherine L. (Condron) Clem; a brother, Louis Clem, Keyser, and a sister, Mrs. Roxadell Whitehead, Mount Storm. Friends were received at the Markwood Funeral Home chapel. Services were conducted in the funeral home with the Rev. Dewayne Lowther officiating. Interment will be in Potomac Memorial Gardens.
