FOY Shanksville Man Fatally Stabbed Charles Harbaugh of New Paris, Alleged Slayer, Held for Murder Charles Harbaugh of New Paris is held in the Somerset County jail for grand jury action on a charge of murder, growing out of the death of William H. Foy, 63, of Shanksville. Harbaugh, who was arrested last Friday by State Motor Police, was arraigned before Justice of the Peace Charles J. Harrison Saturday morning. Foy died at 4:40 o'clock Friday morning in the Windber Hospital as a result of four stab wounds in the abdomen. Sergt. J. A. Blair, who headed the investigation conducted by the State Motor Police, said he had learned that Harbaugh and Thomas McNeal, lumber dealer and special deputy sheriff of Somerset County, had engaged in an argument in the H. M. Bollerhey Tavern, located along the Lincoln Highway near Reels Corner. Foy is alleged to have entered an argument between McNeal and Harbaugh, wherein the latter is said to have made certain allegations in favor of Adolph Hitler. He is said to have remarked, "When Hitler gets over here you'll find out what happens." Foy resented the trend of the conversation and attempted to make peace. Later the three men renewed their argument in front of the tavern and the stabbing resulted. Harbaugh is said to have used a penknife as a weapon. Harbaugh told the jail attaches that he had been attacked by both Foy and McNeal. The New Paris man was treated for bruises and lacerations by the jail physician. Funeral services for Foy were conducted at 3 o'clock Sunday afternoon at his home in Shanksville. Rev. W. R. Fisher, pastor of the Shanksville United Brethren Church officiated, assisted by Rev. J. Keller Brantley of the Reformed Church. Interment was in the Walker Cemetery under the direction of John H. Deaner, Shanksville mortician. Foy was engaged in the livestock business in Shanksville for a number of years and was one of the community's best known citizens. He had served on both the Shanksville Borough Council and on the School Board. He conducted stock sales in Shanksville twice each week, having followed that custom for many years. He was a member of the Shanksville United Brethren Church. In addition to his wife, he left three children: Robert Foy, Bedford; Stanford Foy, who is engaged in the livestock business in Shanksville, and Carolyn Foy, Shanksville beautician. Also surviving are two brothers and a sister: George M. and Charles Foy, both of Johnstown, and Mrs. H. C. Walker, Cleveland, Ohio. Meyersdale Republican, August 6, 1942
