Frank W. Simpson, 65, well known and popular businessman, died at his home at 11:33 a.m., and Joseph Levy, 70, veteran member of the Somerset bar, succumbed at 12:50 p.m. at his home. Both had been suffering from incurable maladies for several years. A veteran of the Spanish-American War, Attorney Joseph Levy played a conspicuous role in the founding of the Veterans of Foreign Wars. He was one of a group which formulated the organization's bylaws and he served as adjutant general. Mr. Levy held membership in Philadelphia Post No. 1, V.F.W. At the outbreak of the Spanish American War in 1898, Mr. Levy enlisted in the 10th Pennsylvania Regiment, which was sent to the Philippines and remained there until the close of the war. Joseph Levy studied law under the late Attorney Fred W. Beisecker of Somerset and was admitted to the Bar in 1900, practicing for a time after that in Philadelphia before returning to Somerset to begin a long career as lawyer and public official. He served as deputy recorder of deeds under Jacob D. Swank. He was a member of the Philadelphia Bar Association, the Supreme and Superior Courts of Pennsylvania and the United States Supreme Court. Mr. Levy was a vigorous worker for the Democratic Party. He had been serving on the State Democratic Committee for a number of years.
