Philip Miller, whose career as a federal civil servant spanned the founding of NASA and the landing of the first men on the moon, died Jan. 31, 1996 of a sudden stroke at age 82 in Columbia, Md. Miller was born in Cumberland, Md. He was the eldest son of Menno J. Miller and Cora C. (Maust) Miller of Salisbury. He is survived by his wife of 52 years, Frances Bowman Miller; a brother, John E. Miller of Albuquerque, N.M.; and two daughters: Barbara Miller, a painter living in Columbia and San Francisco, Calif.; and Anne Miller-Bagwell of Berkley, Calif., who works on NASA-sponsored astronomy and education projects. Miller lived with his family in the Columbia area from 1959 to 1968, and from 1972 to 1996. He graduated from Salisbury-Elk Lick High School in 1929 and received a B.S. in civil engineering from Pennsylvania State University in 1939. He later became the chief of Facilities Engineering Division for NASA's first Flight Research Center, which later became Goddard Space Flight Center, (words missing) Howard County, a board member emeritus of the county's Candlelight Concert Society; and an honorary alumnus of Berea College in Kentucky. He was also an avid watercolor painter for many years. Memorial services were held Feb. 10, at the Owen Brown Interfaith Center in Columbia. New Republic, February 22, 1996 [M1848]
