Neilan, 73, of Phoenix, Ariz., formerly of Somerset, died Feb. 9, 1984, at Good Samaritan Medical Center. Born in November 1910, in Cambria, Wyo., she was the daughter of J. Frank and Agnes (McLaughlin) Neilan and granddaughter of James F. McLaughlin, pioneer steel industrialist in the Pittsburgh area. She was chief draftsman for Neilan Engineers until 1958 and served in federal and Arizona state government posts. She held degrees in theater, architecture, economics and international affairs, and was active in the Sierra Club and professional organizations. She is survived by sisters: Ruth W. Neilan, Eileen Byrne, Gertrude Titcomb, Sarah P. O'Brien and Nancy Speicher; and brothers: Francis G. and John B. Neilan. A memorial service, Mass for the Dead, will be held at St. Peter's Roman Catholic Church Saturday, Feb. 18, at 11 a.m. In lieu of flowers, donations are suggested to the Sierra Club, c/o Ruth Neilan, Briar Patch Farm, RD 2, Somerset, Pa.
