  Earl C. "Skip" Phillips, 91, of West Brownsville, Pa., died Nov. 20,
  1995, in Patriot Manor, Somerset.  Predeceased by his wife, Emma
  Franks Phillips; daughters: Helen Siebart and Betty Herron.  Survived
  by sister, Alma Winters, Brownsville, and 5 grandchildren: Barbara
  Shafer, Somerset; Joseph Siebart and Charles Siebart, both of
  Uniontown; Linda Herron, Albany, N.Y., and Dr. Ross Herron, Los
  Angeles, Calif., and 8 grandchildren.  Friends will be received from 7
  to 9 p.m. Wednesday in the Andrew J. Skirpan Funeral Home, 135 Park
  St., Brownsville, Pa., where service will be held at 12 noon Friday,
  with the Rev. Charles Sowden officiating.  Interment Taylor Cemetery.
