Born in Ligonier Valley, Pa., on November 21, 1923, he was the son of the late Eugene Ripley Riggs and Esther Johnson Riggs, of Friedens, RD 1, Pa. He served in the U.S. Navy during World War II. A graduate of Franklin and Marshall College, Laneaster, Pa., he earned his Doctorate in Dentistry at the University of Pennsylvania in Philadelphia. He was a member of the Board of Commonwealth Relations Council of the University of Pennsylvania, a member of the staff of the Fulton County Medieal Center, a past president of the Cumberland Valley Dental Assoeiation and past president of the Fulton County Sportsmen's Club. He served on the couneil of the St. Paul's Lutheran Chureh of McConnellsburg. He was the founder and first president of the Great Cove Golf Club in Fulton County and was honored in 1970 by the Fulton County Chamber of Commeree with the Man of the Yar Award. He had practieed dentistry in McConnellsburg for the past twenty-four years. He is survived by his wife, Margaret MacGarrigle Riggs, two daughters, Lindsay Ann and Leslie Marshall, and a son, Robert MacGarrigle Riggs, all at home. Also surviving are his mother, Mrs. Eugene R. Riggs, and one brother, Sidney Warren Riggs, both of Friedens, RD 1, and four sisters: Mrs. Willard (Evelyn) Uhl, of Somerset; Mrs. James (Laura) Reed, New Florence RD 1; Mrs. Clarence (Naney) Hay; and Mrs. Robert (Mary Jo) Hall, both of Friedens RD 1. Friends will be received at the Kelso Funeral Home from 7 to 9 p.m. on Tuesday, February 13, where services will be held on Wednesday, Feb. 14, at 1 p.m. Burial will be in the Union Cemetery, McConnellsburg, Pa.
