Born on the family farm near Rural Valley, Pa. on Nov. 8, 1894, he was educated at Slippery Rock, Blackburn College, Princeton (A.B. 1922), Columbia (MA) and Univ. of Pittsburgh. He served as supervising principal of schools in Confluence, and Shanksville-Stoneycreek Twp. and as Assistant County Superintendent of Schools. A veteran of World War I, he was recently named a Chevalier of the Legion of Honor by the President of France. He died before receiving the insignia of that honor. He had served in France in the 269th Aero Squadron. During the Second World War he was Secretary of the Ration Board and Supervisor of the Aircraft Warning Service. He was a charter member of the American Legion, later a member of Post 946 Ursina. Shaffer, always an active layman in his churches (Confluence Methodist, Shanksville E and R) served as president of the Somerset Co. Sunday School Association. In DeBary, Fla. after retirement, he was an organizer of the First Presbyterian where he was an elder and teacher of an adult Bible class completing a total of 64 years continuous teaching. He was a member of the Masons, IOOF and the Lions Club (charter member in Confluence). Shaffer married Edith Devore who was born in 1898 in Uncas, Oklahoma Territory. She preceded him in death in 1998 shortly after the 75th anniversary of their marriage. They had three children, Elizabeth Shaffer of Dillon, S.C., Mary Lou Reichard of Woodhaven, Mich., and Richard Shaffer of Redondo Beach, Calif. He also had three grandchildren, one great-grandson and a brand new great-great-granddaughter. He is survived by one sister 102 years old Vernye Barrett of Falls Church, Va.
