He was born Feb. 11, 1930 in Somerset, a son of the late Miles Randall and Edna Ruth Kimmel Tall. He was preceded in death by his first wife, Marion Betty Tall, and a brother, James Oliver Tall. Survivors include his wife, Mary Frances D. Tall; a son Rodney A. Tall, and his wife Kitty; a stepdaughter, Jackie Vereen, and her husband Danny, all of Myrtle Beach; a brother John Edward Tall of Mentor, Ohio; a sister Ethelene Coleman of Somerset; four grandchildren, Ronnie, Mandy, Cassie and Athena, and three great-grandchildren. He retired from the Navy as a chief petty officer after 20 years of service. Following his military career, he was associated with H.J. Heinz Co., Sandusky Memorial Hospital in Ohio, and since 1984, with Sea Dip Motel in Myrtle Beach. He was a member of the VFW, Butler, Masonic Lodge No. 272 in Butler, and the Scottish Rite Lodge Council, Valley of New Castle.
