Brown buwbrown@comcast.net July 22, 2008, 9:07 am Complaint made before J.A.F. Bovard, Alderman of Oil City, by Herbert Stewart, stepfather of George W. Wells; by reason of incorrigibility, minor should be committed to Pennsylvania Reform School at Morganza. Alice M. Stewart, mother of said George W. Wells, deposed that boy was given to stealing, used profanity and was very untruthful. Herbert Stewart deposed that he was stepfather and had had charge of the boy for almost two years; steals, swears, and lies; remains out at night sometimes till twelve o'clock. James Moseley deposed that he was truant officer of Oil City Schools. George W. Wells is one of the worst boys of the city. Will not attend school and has been locked up in jail several times by the police of the city. Additional Comments: Notes made on commitment at reform school: George W. Wells; #5659, Division A. Colored. Father dead. Mother remarried to Herbert Stewart, a laborer living at Oil City. Sent here for not going to school and staying out at night; disobedience. Description: Height 4 1/2; Weight, 70 pounds. Light mulatto; stout, broad face. Age: 10 on Sept. 7, 1899; received Feb. 27, 1899. Born: Penna.; parentage, American. Attends Methodist Church. Stepfather intemperate. Mother not intemperate. 1 younger brother, 1 older sister, 1 younger sister. Can read & write. Does not swear, steal, use tobacco; is not intemperate.
