Complaint made before Jacob Hoffer, Justice of the Peace of Westmoreland County,
by J.C. Evans, Superintendent of Westmoreland Home for the Destitute at 
Greenburg.  On Mar. 6, 1899, Clark Shields was brought to the Home by a 
Constable and gave his age as ten years old.  He was then placed with a good 
farmer who could not control him and returned him to the Home.  He was then 
placed in the Childrens' Aid Society of Westmoreland.  They could not restrain 
him and he run away.  He was next placed with a farmer who could not restrain 
him and returned him to the Home.  By reason of his vicious habits I am unable 
to control him.
     John A. Moore of Greensburg deposes his knowledge of the same.
     Thomas O'Brien of Greensburg deposes that he is engineer at the 
Westmoreland County Home and testifies that the complaint is true.

Notes made upon the boy's arrival at the Pennsylvania Reform School at Morganza:
     Clark Shields, No. 5718, Division B.  Boy is illegitimate.  Mother Mrs. 
Lizzie Askine living at Latrobe, Pa. with an Italian.  Boy has been at the Home 
of the Destitute for 4 mo.   Sent here for being disobedient, not staying at 
homes gotten for him. 
     Height: 4"8"; weight 70 pounds.  Brown hair, blue eyes, fair complexion, 3 
scars from cuts on top of head near front.  No marks.
     Age: 12.  Received July 5, 1899.  Born Penna. of American parentage.  
Protestant.  Father not intemperate, mother is intemperate.  Parents do not own 
property.  2 younger half brothers.  Illiterate.  Swears, lies.  Does not 
steal, use tobacco.  Is not intemperate.  Has been arrested before.
