Mr. Downing succeeded the late Joseph Boomer as chief of police in 1910 and served in that capacity for 18 years. Since then he had continued as a member of the force. He was a member of the F. O. E. and the F. O. P., and was an honorary member of Hose Company No. 1. He is survived by his widow, Mrs. Effie Brandt Downing and two brothers: B. Downing of Greensburg and Bruce, of Pittsburgh. One niece, India Carpenter, of Greensburg, and a nephew, Jack B. Downing, of Los Angeles, Calif., also survive. Friends will be received at the Coshley Funeral Home from 2 to 6 and from 7 to 9 daily. Funeral services will be conducted at the Funeral Home at 2:30 o'clock Wednesday afternoon with the Rev. Ralph McKenzie Ph. D., pastor of the First Methodist church, officiating. Interment will be made in the St. Clair cemetery.
