Impressed with an idea of the importance of facilitating the communication between the Mountains and the Sea Coast, Present as a Grievance the situation of the main roads leading to our Market Towns, which are frequently almost impassable, during the principal part of the season, in which a communication takes place between the Upper and Lower country; and being decidely of opinion that the present method of keeping the market roads in repair, is impracticable, we recommend to the Legislature of this State, to establish Turnpikes, as the only feasible method of accomplishing that object. We also recommend to the attention of the Legislature, the inland Navigation, through the medium of our Rivers, a number of which might, in our opinion, be made navigable at a small expence, in comparison with the advantages which would result to the citizens at large.
