These electronic pages cannot be reproduced in any format for profit or other presentation. --------------------------------------------------------------------------- SPARTANBURG DISTRICT - OFFICALS.TXT This is a Alphabetized by Last Name, First Name of Senators and State Representatives, Justice of the Peace, Justice of the Quorum, Voting Precincts and Voting Managers from Spartanburg District/County, SC. in the State Legislature from 1786 to 1900. Some 475 persons. The first representation from Spartanburg county after its organization in 1785 was not a representation from said county (afterwards called district) proper, but was from the Upper or Spartan district, which was laid out according to the act of the Provisional Congress of South Carolina, February, 1776. (see map "Colonial & Revolutionary History of Upper South Carolina," page 43.) Said election district comprised all the territory of the original county of Spartanburg & nearly all the territory of the original county of Union, & the electors in said district voted together in the selection of a senator & four representatives, to which, under the law, they were entitled. It appears that in the selection of four representatives, by common consent, two were selected from the lower (or Union) side & two from the upper (or Spartanburg) side of the district. This arrangement of voting continued in force until the State Constitution went into effect, which was ratified in June, 1790, & remained in force until after the close of the civil war between the States, when another constitution was enacted in 1868 by virtue of the Reconstruction Act of the Congress of the United States. The old constitution, as adopted, gave to Spartanburg proper one senator & two representatives. It made no provision for any reapportionment of representation. In obedience to this demand the constitution was amended in 1808, & under this amendment the representatives were apportioned among the several counties (or districts) of the State according to the number of white inhabitants & the amount of taxes paid in each district, one representative to be allowed for every sixty-second part of the whole taxes raised by the Legislature. Under the apportionment of 1809, the district of Spartanburg gained two members in the House, making four in all, & by another apportionment in 1830 an another member was gained, making five in all. This apportionment remained until the adoption of the Constitution of 1868, when the number of representatives was again reduced to four. Another apportionment, however, in 1892, increased the number of representatives to six, but in 1896, by reason of the formation of Cherokee county, which comprises a portion of the original county of Spartanburg, the number was reduced to five representatives, which at present remains. [3.] It will be noticed that during the year 1806 provision was made for only three voting precincts in Spartanburg district as shown above. In the laying out of the Upper or Spartan district ty the provincial Congress of South Carolina, which met in November. 1775, only one voting precinct was provided, which was at a meetinghouse near Joseph Kelsey's. The Upper or Spartan district embraced all of the territory of the original county of Spartanburg & nearly all the territory of the original county of Union. [4.] This delegation was elected within a few months after close of civil war (1865) under the auspices of the provisional government of South Carolina.
