FOSTER, first superintendent of public instruction, was born in Salisbury, Connecticut, in 1828. He conducted the famous New York colony to Dakota in 1864. Was superintendent of schools and commissioner of immigration. He was accidentally killed by the discharge of a gun at Mitchell in 1890.
