Williams (Some of this old print is difficult to read) Jacob Kiplinger was born April 29th 1825 in Bush Vally County Penn. When a babe of 3 weeks his parents moved to Ashland Co. Ohio where he mremained to mature manhood. The country was comparatively new, so that his school advantages were limited and text books few and of the rudamental character. At the age of 21 years he married Miss Fannie Sagio, whose remains now rest in our city cemetery having died in January 1872 about 16 years after coming here. In about one year after this event, he married Mrs. E. A. Phillips, widow of the late P. Davison Phillips. From the first marriage there were born 4 children. viz-James, Henry, Charles & Ida, all of whom are now living except for the oldest Jams who died from disease contracted in the Army, and are present today to bury their fond parents.In the year 1852 at the age of 27 years he with his young family moved to Sena (?), Stephenson Co.ILL where he was PS(?) for several years. Aslo held other offices of importance and trust. His mind turned towards the new and fertile lands of the Dakotas. He came with his family to this place in the spring of 1866 and settled on the claim, now about one mile east of our city and there remained for 27 years or till 1893 when the change of location was made to our town for a future home. The presence of Judge K on our streets in his officers or at our business places was not less familiar then other citizens amongst us as for 4 years he had been Co. Judge, Treasurer of Union Co some 3 years, Special City Justice one year, and Township Justice for 22 years and acting Constable one year and Notary Public 8 years at the same time filling other local offices on the School Board and other places. It might be said of our deceased friend that he has been a Servant of the people in various capacities nearly all the years of his residence among us.He was a man of strong convictions and a positive mind, and not easily jostled, or to the right or left of a chosen cause of action. He has no fellowship with shams & dissemblers, or falsefiers of truth and justice. He was an honest, outpsoken, plain dealing man. For 22 or more years he held membership in the German Reformed Sutheriass (?) Church of which his parents were members, but after coming to this new country he found no church of his faith, so he stood aloof from church membership but still holding of the teachings and practices of said church to the end of his life. His last sickness was brief of only 3 hours duration.
