Foster William M. "Bill" Foster, 76, 1542 Olive Court, Chula Vista, Calif., died Friday, July 27, 2001, at Sharp's Medical Center, San Diego, Calif., after a brief illness. Mr. Foster was a native of Carter County and a son of the late Virgie Foster. Mr. Foster had lived most of his life in California. He retired from the Navy as a Master Chief. Survivors include his wife, Chico; a son, Bill Foster, 133 Skyline Drive, Elizabethton; a grandson, Matthew Foster, Elizabethton; a sister, Jean Styles, Church Hill; and one aunt, Nell Foster, Elizabethton.
