Introduction I have prepared this document as a tribute to the African Americans who lived in the Ninth Civil District of Franklin County, Tennessee, during the period of 1840-1930. This district is in the northeast corner of the county and consists of the present-day communities of Alto (formerly Hawkerville), Oak Grove, Gum Creek, and Wilder’s Chapel. Perhaps the information will be of interest to descendants of these folks or to historians who would like to delve into the history of that place and time. It is likely that, over the years, the boundaries of the district changed, even though, in my opinion, they have been relatively stable. There was certainly a change between 1840 and 1850. Such changes would probably affect the relationship of the numbers between the different censuses. There is no practical way, however, the take such changes into consideration. Being aware that today people of color choose to be called by various names, I have chosen the term, “African American,” except where a different term is used in the records. I trust that this will not be offensive to anyone. I have a high regard for those, who, during a turbulent period, endured slavery and, later, segregation and discrimination. I have used as sources the relevant U. S. Census records for 1840 through 1930. (The records for 1890 are not available.) The list of names in the marriage records, undoubtedly incomplete, was obtained from “Tennessee State Marriages, 1780-2002” on Ancestry.com. My own memories are occasionally included. Included are names of slave owners and the number and ages of the slaves in their possession. No names of the slaves are included in these records. Of the 175 slaves, there were 84 males and 91 females. Alanson Roe had the largest number (27). The population was young; 72% were less and 24 years of age. It is notable that no female and only three males were over 55 years old. Not included in the table is one free African American (<10 years old) living with Wm. Handley. In 1840, the white population consisted of 536 males and 498 females. Thus, slaves comprised 14.5% of the total. B. Apparently, the word “owner” means that that person owned the following slave(s) and had “rented” them to the following person. Their average age was 18.4. There were 151 males and 155 females. Thirty-six were considered to be mulatto (M). They lived in 70 houses, for an average of 4.4 per house. In the 1860 Census for the 9th Civil District, only three “blacks” are listed. They are Mary, Charlotte, and Wm. Petty, living in the household of John Oliver. With these three “free” African Americans, the total number of African Americans is 309. This represents 25.4% of the total population. D. This was 7.9% of the total population. There were 120 males and 106 females. The average age was 20.3. All except 15 were born in Tennessee. The men were primarily laborers (42) or farmers (6). One was a shoemaker. Seventeen families had some net worth; the wealthiest was Jane Ikerd (Ikard), with a total of $1700. (In contrast, three white families had values for net worth of >$17,000.) None of the young African Americans were listed as having attended school within the past year. For those of school age or older, about 45 were able to read and write; 112 were not. E. This was 7.1% of the total population. The average age was 20.1. All except two were born in Tennessee. Thirty-one were married, 8 were widows, and 72 were single. The couples had been married from 1 to 30 years. Of the 117 children born to these mothers, 72 were still alive. The men were all farmers or laborers; one woman’s occupation was “keeping house.” Of those who were of school age (7-16), 19 had attended school (for 1 or 2 months); 12 had not. For those school age or older, 28 were able to read; 50 were not. 26 were able to write; 52 were not. Of the 18 heads of households, two owned their homes. G. This was 3.2% of the total population. Of these, 15 were listed as “mulatto.” The average age was 20.7. Eighteen were married (three twice), three were widows, and 28 were single. The couples had been married from 3 months to 24 years. Of the 43 children born to these mothers, 38 were still alive. All except Mollie Rutledge were born in Tennessee. The men were all farmers or laborers; one woman’s occupation was “washing.” Of the adults, 16 were able to read; 14 were not. Fourteen were able to write; 16 were not. For children of school age, five were attending school, eight were not. Of the nine heads of households, only one (Henry Oliver) owned his home. H. This was 3.2% of the total population. Of 11 family heads, nine were renters and two were owners of their land. There were 27 males and 22 females. Nineteen were listed as “black” and 30 as “mulatto.” The average age was 24.4. Twenty were married, one was widowed, and 28 were single. Of the children over age six, six were attending school, 12 were not. Of those responding, nine stated that they were able to read; 22 stated that they were not able to read. Eight were able to write, 23 were not. All except Mollie Rutledge (AL) were born in Tennessee. John Williams stated that his father was born in AL. Of the males, 12 were laborers, and seven were farmers. Seven females listed their occupation as “laundress.” I. The earliest marriage on this list is for George Rutledge and Alzura Duncan in 1867. The most recent marriage is for Ben Kennerly and Fannie Rowe in 1929. K. Overall analysis The figure above is a plot of the numbers of white people and African Americans in the 9th Civil District of Franklin County over the years of 1840 through 1930, as determined by U.S. Censuses. (Data for the 1890 census were lost.) The values for 1840 are not directly relative to the other values. In that year, the area was designated the “Mountain District,” a district that undoubtedly included more than the 9th, because there are no mountains in that area. The “Mountain District” probably included people in present-day Sewanee. Still, the proportion of whites to African Americans is consistent with the values for 1860-1880. For African Americans, the total number and the percentage of the total population was highest in 1850, before the Civil War. There was a decrease between 1850 and 1860, probably due to westward migration of whites and African Americans. There was also a decrease between 1860 and 1870, probably due to the outflow of freed slaves. Their population was remarkably stable between 1870 and 1880, but, afterwards, there was a steady decline. From what I have been told, there were few, if any African Americans in the district in 1940. From my own recollection, there were none in 1950. The population of whites reached a maximum in 1910 and declined somewhat afterwards. Why did the African Americans leave? It is apparent that their lives were challenging, with poverty and grinding field work. They also had to deal with segregation and discrimination. Few, if any, were allowed to vote. They had little opportunity to own land. However, Henry, son of Granville (Gran) Oliver, owned his home. Granville was a valuable slave of John Oliver who remained with him through the Civil War. He is mentioned in “John Oliver’s Notebook.” (See http://files.usgwarchives.org/tn/franklin/history/oliver01.txt.) It is possible that John Oliver gave Granville some land before he died or that Granville saved up enough money to buy some land. My guess is that the lack of schooling was a major factor in their departure. A school for African American children was located on a small stream feeding into Yellow Branch, about ¼ mile south of the residence of William Mansel Hill on Wilder’s Chapel Road. The GPS coordinates are 35.2916N 85.9570W. It existed from about 1875 to about 1905. When this school ended, the bell from the building was transferred to the newly constructed Wilder’s Chapel school. I am not aware of the existence of another “colored” school in either Alto, Gum Creek, or Oak Grove. It remains to be determined why this school was closed. After 1905, children in the district would have to go to school in Prairie Chapel or travel up the mountain to Sewanee. Either would involve a trip of several miles. It is possible that those who were able to attend school stayed with relatives at one of these places during the few months that school was in session. Or perhaps they were taught in “shade tree” schools. In any case, none were attending school in 1930. I am told that several of the Kennerlys moved to Sewanee and that some of the Rutledges moved to Prairie Chapel in Civil District 19.
