He was 79. The Artemus, Ky., native came to Bristol in the 1940s and began his career in the Bristol Virginia school system as an industrial arts teacher. Dugger became principal of Highland View Elementary School and later was principal of Virginia Junior High School. He completed his career helping plan Bristol Virginia Vocational School and was its first director, a post he held for 13 years. Dugger attended Eastern Kentucky State College, where he earned a bachelor's degree in industrial arts and a master's degree in education. He served in World War II in the Army Air Force as a gunner. Dugger was a past member of the Bristol Civitan Club, the Selective Service Board and various other community boards. He was a member of Euclid Avenue Baptist Church, serving as chairman of its House and Grounds Committee for more than 40 years. He was a deacon, a Sunday school department director and served on various committees. During his retirement years, Dugger and his wife traveled and were volunteers through the Southern Baptist Campers on Mission Program. He was a son of the late Claude and Mayme Dugger and also was preceded in death by a sister, Melba Proske. Survivors include his wife of 59 years, Loretta Edwards Dugger; one son and daughter-in-law, Rick and Andrea Dugger of Montpelier, Va.; two daughters and sons-in-law, Peggy and Dean Miller of Bristol Virginia and Melanie and Paul Mack of Richmond; five grandchildren, Kimberly Moyers of Johnson City, Todd Miller of Durham, N.C., Clark Dugger of Herndon, Va., Carson Dugger of Richmond and Kelsey Mack of Richmond; two great-grandchildren, Denver Moyers and Carly Moyers of Johnson City; one brother and sister-in-law, Marion and Mary L. Dugger of Bristol Virginia; four sisters and three brothers-in-law, Claudine Janis of Pleasant Prairie, Wis., Shirley and Curt Hopkins of Frankfort, Ky., Donna and Harold Mauney of Williamsburg, Ky., and Sharon and Jerry Hyatt of Bristol Virginia; and 14 nieces and nephews. Funeral services will be conducted at 2 p.m. Saturday at Euclid Avenue Baptist with Pastor Bob Jones and the Rev. Harold Mauney officiating. Interment will follow at Glenwood Cemetery. Pallbearers will be selected from members of the church's Building and Grounds Committee. Honorary pallbearers will be deacons of the church. In lieu of flowers, memorial contributions may be sent to the Building and Grounds Fund, Euclid Avenue Baptist Church, 900 Euclid Ave., Bristol, VA 24201.
