Pine Bluff Commercial, Pine Bluff AR, 9 Jun 1998
Dean Y. Rowell, 70, of Queen City, Texas, died June 8, 1998, at Atlanta 
Memorial Hospital. He was born on February 2, 1928, at Hermitage, Arkansas, a 
son of the late Fred Rowell and Evora York Rowell. He served in the Navy. He 
was the administrator of Arkansas Boys Training School from 1953 to 1966 and 
was the administrator of Pine Bluff Nursing Home Inc. from 1965 to 1974. He 
was the director of the Arkansas Criminal Detention Facilities Board from 1974 
to 1983. He was a member of East Side Baptist Church. Survivors, include his 
wife, Nelda Rowell; a son, Stephen Rowell of Little Rock; a daughter, Kerry 
Stout of Pine Bluff; and four grandchildren. Graveside services will be at 10 
a.m. Wednesday in Pine Crest Cemetery at Atlanta with Dr. Herman Hendrix 
officiating. Arrangements are handled by Hanner Funeral Service at Atlanta. A 
memorial service will be at 6 p.m. Wednesday at Ralph Robinson & Son Funeral 
Directors with Wayman Mann officiating.
