Richard Carroll ANDREWS — Richard "Dick" Carroll, 69, of Odessa, a retired director of transportation for the Andrews Independent School District, died Tuesday, April 27, 1999, at Medical Center Hospital. He was born in Hamburg, Iowa, and came to Odessa in 1997 from Andrews. He was Methodist.
