Arrangements by Pecos Funeral Home. He was born in Balmorhea and was a lifelong resident. He was a Navy veteran of World War II. He was Catholic. Phillips, 46, of Big Spring, a retired truck driver, died Friday, April 28, 2000, at University Medical Center in Lubbock. Private services will be held at a later date.
