They resided at 9399 Highway 80, which is now known as Alameda Avenue and raised their children at this address. Connie and her husband of 56 years still reside at the family home where they raised their two children, Kathleen Hulbert Keys, now teaching Art History and Art Appreciation in a Houston Community College, and the late Alfred Hulbert, Jr. an MIT graduate, whom the Lord called home in May of 1978. Connie attended Incarnate Word Elementary School, which is now known as Mount Carmel Elementary School graduating at age 11. She attended Ysleta High School graduating in 1935 at age 15. After high school graduation, she left El Paso and attended Texas Women's University in Denton, Texas, but returned home upon the death of her mother. After her mother's death, she enrolled at the College of Mines now known as the University of Texas at El Paso to pursue a career in Education. She received her Bachelor's Degree in 1938. She started her teaching career as a second grade teacher with the Socorro Common School District. She left the Socorro Common School District in 1939 to become a translator for the U.S. Army, (Bureau of Censorship) during World War II when all of U.S. mail going into Mexico had to go through the Bureau. It was then she married Alfred L. Hulbert. In 1947, very few schools in Texas were offering Spanish at the elementary level. Dr. J. M. Hanks, then Superintendent of the Ysleta Independent School District asked Connie to write curriculum guides for the 6th, 7th and 8th grades since there were no guides nor textbooks from the state level. The plan was successful and Ysleta became one of the leaders in Texas by providing Spanish classes in the elementary level. Connie was the first to teach Elementary Spanish for these three grades at Ysleta Elementary School. In 1949, she returned to Texas Western College, now known as the University of Texas at El Paso to get her Master's Degree in Spanish. After her graduation from Texas Western College, she taught at the college for one year. From 1950 through 1960, she taught Spanish at Ysleta High School. In 1958, she was named Ysleta High School "Outstanding Ex-Student" for her contribution to the educational community and to the Ysleta community. In 1960, she taught Spanish at the U.S. Border Patrol Academy for one year. She returned to the Ysleta Independent School District as a Foreign Language teacher at Eastwood High School in 1961. Connie was one of two educators from the State of Texas selected by the U.S. Government, Department of Defense to study Foreign Language, Science and Math at Rice University in Houston, Texas in 1964. In 1965, she was named "Outstanding Teacher of the Year" from the Ysleta Indepen-dent School District. She served as President of the Ysleta Classroom Teachers Association from 1967--1968. In the summer of 1967, she studied Spanish at the University of Salamanca in Salamanca, Spain. Connie became Chairman of the Foreign Language Department at Eastwood High School in 1969. While at Eastwood High School, she established the Spanish National Honor Society and the Constance Hulbert Chapter of the National Honor Society. At its first induction, Connie was recognized as the "special guest". She continued to serve as the Honor Society sponsor. In 1970, Connie became District Supervisor of the Foreign Language Department in the Ysleta Independent School District. While serving in this capacity, she was instrumental in implementing the Tigua Indian Cultural Program at Presa; South Loop and Ysleta Elementary Schools. She was named Ysleta Independent School District's "Outstanding Administrator of the Year" in 1974. Connie served as Chairman of the Ysleta Independent School District's 1976 Bi-Centennial Activities which took place in front of the Old Ysleta Mission and brought the community together. After her retirement from the Ysleta School District in 1977, Connie continued to serve her community when she successfully won a seat on the Ysleta School Board in 1979. She was the Board's secretary from 1983-84 and Vice President from 1984-85. In 1990, she was one of seven El Pasoans named "Centennial Leaders and Mentors of Today" by the El Paso Oppor-tunities and Services Organization, for her contribution to the welfare of our community in the field of education. She was appointed to serve on the Board of Directors of the Ysleta Education Foundation in 1993, which includes two terms as Board president. Connie also served on the Clyde Wafer, Roberts Hudson and the Forrest W. Cooper, Jr. Scholarship Committees. She is a former member of the El Paso Historical Society, The Heritage Foundation and past member of the Board of Directors of the Ysleta High School Alumni Association. Connie is an active member of the Ysleta Retired Teachers Association and the Campus Education Improvement Committee at Camino Real Middle School. She is a lifetime member of Our Lady of Mount Carmel Catholic Church and lifetime honorary member of the Tigua Indian Tribe. Three years ago, Connie enrolled at the University of Texas at El Paso under the continuing education for Senior Citizens Program studying French and the great capitols of the world. She is currently studying Mexican History. The District Chairman of the Veterans of Foreign Wars Post #6388 had Connie as their "special guest" during their 1999 May Day parade and served as one of the judges for their Youth Essay that took place after the parade. Also this summer, because of their knowledge of the history of El Paso and the Ysleta School District, Connie was asked by the District's Division of Instruction (New Teacher Induction Program) to serve as a tour guide to four school teachers from different parts of Spain. The purpose of the tour was to give them the El Paso perspective as well as the Ysleta perspective. These four teachers will be teaching in the Ysleta School District this fall for one year. Also in February 2000, the Presentacion Honoraria La Amistad de la Preparatoria Eastwood Award was presented to her during their National Honor Initiation ceremony. Connie Hulbert, received, yet, another honor in October, 2000, when she was chosen as one of the distinguished alumni for the College of Education at the University of Texas at El Paso. She was presented with the Gold Nugget 2000 Award during the homecoming banquet. The groundbreaking ceremony for the Constance Hulbert Elementary School on November 7th, 2001 was the highlight of her long career in Education, an honor that she was proud and able to enjoy while she was still alive. This exemplary leader has given unselfishly of her time in preparing the children of this community for a better life and as our future leaders, thus earning the love and respect of all those whose lives she has touched through her many years of teaching and profound dedication to her profession. "It is when you give of yourself that you truly give". This quote by Kahill Jibran describes Constance Hulbert's life long dedication in serving our community in the field of education. It would be a great honor to this lower valley community to have the new North Loop Elementary School named in her honor.
