Dr. G. B. Foscue reported as follows:

...

I have perfected a successful organization in Bosque, Hamilton, Coryell, 
Limestone, and Mills.  Freestone county is the only unorganized one in the 
district. Repeated efforts on my part have so far failed to interest the 
physicians of this county, but think that after they have been educated up to
the point of realizing the necessity of such an organization that they will 
then come into the "fold".
