Powell, 64, of Waco, executive of the Heart o' Texas Council of the Boy Scouts since 1935 and pioneer Scout executive in Houston, will be held at 10:30 a.m. Tuesday (October 3, 1944) at St. Paul's Episcopal Church at Waco. Mr. Powell died in a Waco hospital Sunday (October 1, 1944) after an illness of three weeks. He is survived by his wife and two sons. Mr. Powell became a volunteer worker in the Boy Scouts in Houston in 1910, when the early troops were organized here. In 1916 he became executive of the Houston Scout Council, the third man to hold that office. He served until 1919, when he went to Texarkana to organize the Scout program there.
