Burns, ship fitter second class, USN, of Celeste, serving aboard the ocean minesweeper USS Pluck, took part in an amphibious exercise on the beaches of Camp Pendleton, California, May 4-13, 1960. The exercise, nicknamed "Operation Big Top," involved over 15,000 Marine and Navy personnel, and was designed to test new equipment and tactics, as well as to train personnel in the many facets of amphibious warfare. Highlight of the operation was a night amphibious assault by the twenty Navy ships and sixty Marine helicopters of "Big Top" task force. (May 20, 1960, The Celeste Courier)
