He was a Navy veteran of World War II and a member of St. Andrew United Methodist Church. He retired as a supervisor for Phillips Petroleum Co. He was preceded in death by a son, Johnnie Harvey, in 1954. Survivors include his wife, Peggy; two sons, Marvin T. Harvey Jr. and Marc Harvey, both of Liberal, Kan.; a brother, Robert H. She was active in church and social organizations and was a member of First United Methodist Church. She married John Lincoln in 1981 at Plainview. He died in 1991. Survivors include two daughters, Leslie Gale Ramsey of Graham and Jo Allison Bennett of Austin; two sons, Randy Ray Bennett of Summersville, S.C., and John Byron Bennett of Ruidoso, N.M.; a brother, Kenneth Echols of Tucson, Ariz.; and three grandchildren. Burial will be in Plainview Cemetery by Lemons Funeral Home. Mr. Skaggs was born in Gainesville. He graduated from Plainview High School in 1928, from Wayland Baptist University in 1929 and from the University of Texas in 1931. He volunteer for the Army in 1942 and served until 1946. He achieved the rank of lieutenant colonel in the Air Force and was a finance officer in the 54th Service Group in India for two years. He was in the investment business and was part owner and manager of the Skaggs Building and other property from 1928 to 1976. He was director of City National Bank from 1957 to 1982. Mr. Skaggs married Maxine Caddel in 1931 at Amarillo. She died in 1967. His civic accomplishments include being a member of the Plainview school board from 1949 to 1951 and a member of the the Wayland board of trustees from 1971 to 1980. He also was former president of the Association of Former Students at Wayland and a former member of the Wayland board of development executive committee. He was a former president of the Canadian River Municipal Water Authority, serving from 1973 to 1992. He served as a director of the Plainview Industrial Foundation for 19 years. He also was past president of the Plainview Country Club and the board of city development. Mr. Skaggs was a past director of the United Fund and the Chamber of Commerce. He was a past chairman of the special gifts committee of the Hale County Heart Association and a former member of the Central Plains Hospital Development Council and the Salvation Army Advisory Board. He had been a member of First Baptist Church since 1924 and served on several committees, including the Centennial Committee. He was a longtime Sunday school officer and was president of the Men's Bible Class for 14 years. He received the Citizens Service Award from the Chamber of Commerce in 1993. Survivors include two sons, John Skaggs of Plainview and Mike Skaggs of Phoenix; six grandchildren; and six greatgrandchildren.
