Burial with military honors will be at noon in the Dallas Fort-Worth National Cemetery in Grand Prairie. Arrangements are by Gregory W. Spencer Funeral Directors. Dr. Mosely was the first African American dentist in the city of Amarillo. He was born in the small Cass County, East Texas town of Bivens, on Dec. 19, 1919, to the parentage of the late Fernander A. and Letha Vada Terry Mosely. This humble beginning led to great accomplishments and accolades. His family moved to Baytown when he was just 8 years old. Here he matriculated through the Baytown Public Schools and graduated on May 28, 1937, from the Goose Creek Colored High School. A man with destiny breathing through his nostrils, Dr. Mosely sought to fulfill his academic appetite while accessing his education via a football scholarship at the famous Prairie View A&M College. After one semester, young Mosely took a 12-week course in Construction Engineering and was certified. The passion to excel continued at Howard University in Washington, D.C., and after three years there, he transferred to Virginia Union University where he received his bachelor of science degree in 1952. He then did graduate work at the Catholic University of America while working on his master's degree. His financial instability prevented him from completing his education as planned. He did not stand idle, he worked in the Baytown Humble and Refining. He was then inducted into the Marine Corps where he honorably served his country for three years and eight months. After his discharge he continued his resourceful life by associating himself with the Housing Administration and the United States Department of Labor. His noble life as a dentist began with inspiration drawn from his experience while working with the National Cancer Research Institute, the National Institute of Dental Research and the National Institute of Health, all at Bethesda, Md. His mentors Dr. David Scott and Dr. John T. Albright and his greatest champion, his brother, Dr. Lee Otrice Mosely, a dentist, then encouraged him to enter the School of Dentistry at Meharry Medical College in Nashville, Tenn., in 1954. While working at the institutes during the summers and waiting tables and driving taxis, Dr. Mosely also enjoyed the financial assistance of his mother, stepfather and brother. After graduating from Meharry, he accepted a position of resident dentist at Prairie View and after a year associated himself with the late Dr. M.P. Hines in Amarillo. The story only gets greater. He took his wife and family to all of the dental conventions and enjoyed his labor. He was a member of the Gulf State Dental Society, the Texas State Dental Association, the Panhandle Dental Society, a life member of Kappa Alpha Psi fraternity, the Meharry Alumni Association and has been the recipient of numerous commendations. Dr. Mosely was a spiritual man with deep rooted and grounded convictions that began at the St. Paul Baptist Church in Bivens as a child. He was nurtured into spiritual maturation at the Greater St. John Missionary Baptist Church in Baytown. When he moved to Amarillo, he united with the Jenkins Chapel Baptist Church in 1959 and served faithfully until his moving to Grand Prairie. Survivors include his wife, Nannett Woods Mosely; a son, Phelgar D. Mosely Jr. and wife, Margaret; two daughters, Windolyn Mosely and Letha Cates; five grandchildren, Phelgar De. Mosely III, Phranklin Isaac Mosely, Kathryn Alease Mosely, Alease Marie Cates and Julia Ray Mosely; and a half-sister, Verbean Heard.
