Funeral:  1:30 p.m., Monday at Moore Funeral Home.  Burial:  Moore Memorial Gardens, Arlington, Texas. Mr. Franks was born in Fort Worth and attended school in Fort Worth.  He was a mechanic and parts deliverer for Blue Ridge Equipment Co. of Arlington. Survivors:  Wife, Agnes Foster Franks of Waskom; three daughters, Barbara Kay of Granbury; Frances Harlene Kay of Waskom; and Mary Jane Dunn of Waskom; sister, Violet Elizabeth Foster of Arlington; nine grandchildren; 21 great-grandchildren; and one great great-grandchild.
