Owen on March 12, 1949, in Vernon, and the happy couple had just celebrated their 50th wedding anniversary. She was preceded in death by her parents; one sister; and two brothers. Surrounded by her loving family, she peacefully passed in grace from her earthly residence. She was preceded in death by her husband, H.L. "Pete" Cowlishaw (1969), to whom she was married for 36 years; son, Tom Cowlishaw; daughter, Betty Moser; son- in-law, Robert Moser; and great-granddaughter, Alisha Lamkin. Templeton of San Marcos was born Jan. 20, 1921, in Sylvester to Henry and Edna (Rogers) Van Liew. She died in San Marcos on Wednesday, March 31, 1999, at the age of 78. Mrs. Templeton was employed at Brackenridge Hospital for 13 years as a medical secretary. She is survived by her husband of 58 years, S.J. Templeton, whom she married in November 1940; one daughter, Virginia Smith and husband, Robert, of Round Rock; one brother, Norman Van Liew of Midland; two grandchildren, Lewis Wayne Smith and wife, Connie, of Round Rock and Carmen Michelle Johnson and husband, Terry, of Liberty Hill; and four greatgrandchildren. GARLAND ALLEN OZONA - Garland Allen, devoted husband, loving father, brother, uncle and friend, exchanged his earthly home for his heavenly home March 30, 1999, in the Crockett County Care Center in Ozona, following a lengthy, courageous battle with numerous life threatening diseases. He was born March 3, 1919, in Stephenville to George E. Allen and Bertha Kiper with a twin brother who preceded him in death. The large family of nine children moved to Lubbock, where he resided until joining the 1st Division of the 5th Cavalry in June 1941. Staff Sgt. Allen proudly served his country spending time in Australia, New Guinea and the Philippines in some of the major campaigns of World War II. He received the Distinguished Unit Badge, Purple Heart, Philippine Liberation Ribbon, Asiatic Pacific Service Medal, American Defense Service Medal and Good Conduct Medal. He was wounded in the liberation of the Philippines and carried scrap metal in his leg for the rest of his life. Discharged from the service in October 1945, he moved to Ozona to be a "doudle bugger" in the oil industry with his brother. Later he worked for the Pridemore Brothers before coming owner of Ozona Oil Co. until he retired in 1971. Upon retirement, he spent his time fishing, golfing and making crafts. In August of 1947, he married the former Betty Cooke of Ozona. The couple was blessed with a son, who was his pride and joy. George E. Allen resided in West Palm Beach, Fla. The couple celebrated 51 years of marriage in 1997. Garland was gentle, quiet, honest, devoted to his family and friends. He will be greatly missed by all who knew and loved him. He is survived by his wife, Betty and son, George; the family of Ted and Gail Spence, who were so special to him; three sisters, Writa Kitchen, Tressie Exum and Larce Senn, all of Lubbock; and two brothers, H.O. Allen of Big Lake and Dale Allen of Coolidge; along with numerous nieces and nephews; and special friends, Veronica Tijerina and Georgia Rivera. She attended business college in San Angelo and worked as a secretary at Goodfellow Air Force Base before marrying Chester Neal Kornegay on Oct. 25, 1946. He preceded her in death in 1989. Chester and Odessa lived in North Carolina for most of the next 20 years while he served in the United States Army at Fort Bragg. They returned to San Angelo in 1965 after his retirement from the military. Odessa was a devoted wife and homemaker and without doubt the best mother any child could ever hope to have. She was a caring and giving person who made many friends through involvement in community and church activities. Highlights included service as president of the West Texas A&M Mothers Club and membership at the College Hills Christian Church. All who knew Odessa will remember her ready smile and love of sports, especially the Atlanta Braves baseball and Dallas Cowboys football teams. After his retirement in 1989, he and Wincie made frequent trips in their travel trailer to spots from California to Virginia. He was a member of Johnson Street Church of Christ, a U.S. Air Force veteran and always found time to work actively in the East Side Lions Club and R.S.E.S. Kenneth loved all sports and coached various teams for both Deb and Steve. He was always ready to play a round of golf with customers or friends. The last eight years Kenneth and Wincie split time between San Angelo and their cabin in Ruidoso, N.M. Their love for the pine trees and afternoon showers of Ruidoso drew them to the Sierra Blanca mountains every spring. Kenneth was a devoted husband, father, grandfather and great-grandfather. WILLIAM DOUGLAS POAGE CLOVIS, N.M. - William Douglas "Doug" Poage died Wednesday, March 31, 1999, in Clovis. He was born Oct. 12, 1906, to R.D. Poage and Meda Lindley Poage in Mertzon, Texas. Growing up in a ranching family developed Doug into the "consummate cowboy." His love for horses and cattle made him a valuable employee on many of the "old" ranches in West Texas. As a young man, he worked on the Old Bar S (now known as the Rocker B), the Suggs Ranch and the old Riker Place. During his lifetime, he owned and operated ranches in Texas, New Mexico and Missouri. Doug's roping and riding skills were evident early on, and he participated in many of the most important rodeos in Texas and New Mexico and "the daddy of them all" - the Cheyenne Rodeo in New York Madison Square Gardens. He was often entered in the "West of the Pecos" Rodeo and won the steer-wrestling contest the same year his brother, Walt, won the calf roping. The Poage brothers were a formidable pair at team ropings throughout the area. They were always well-mounted, well-practiced and well-mannered. "Gentleman" was more than an adjective to describe Doug, it was his way of life. A man of his word, Doug treated everyone fairly. If Doug Poage said it, that's the way it was. Doug was a charter member of the Turtle Association which developed into the Professional Rodeo Cowboys' Association. He enjoyed the Turtle Reunion each fall in Cimarron, N.M. Another favorite event was the cowboy symposium in Ruidoso, N.M., that he attended for many years. He was a member of Johnson Street Church of Christ and a U.S. Air Force veteran, and he always found time to work actively in the East Side Lions Club and R.S.E.S. Kenneth loved all sports and coached various teams for both Deb and Steve. He was always ready to play a round of golf with customers or friends. The last eight years, Kenneth and Wincie split time between San Angelo and their cabin in Ruidoso, N.M. Their love for the pine trees and afternoon showers of Ruidoso drew them to the Sierra Blanca mountains every spring. Kenneth was a devoted husband, father, grandfather and greatgrandfather. He will be deeply missed by those who knew him. His quick wit and love of laughter were his trademarks. PATRICK EUGENE FLANIGAN SR. Patrick Eugene Flanigan Sr., 75, died Monday, March 29, 1999, at his home in Lewisville. Pat was born Jan. 20, 1924, in Arkansas City, Kan., to William Richard and Celesta Pearl Davis Flanigan. He graduated from Pampa High School receiving a basketball scholarship. Instead of college, he served in the 41st Field Artillery, 3rd Infantry Division, seeing action in Africa, Sicily and Italy. He received the Purple Heart and other commendations for his service to his country during World War II. Pat married Adeline Barrett Dec. 26, 1945, in San Angelo, and they had five sons. During the 1950's, he worked at GTE. He was very active with the Salvation Army and community services. Pat was a "hero" to many Lake View High School children during the 1953 tornado, rescuing and restoring them with their families, says Dawn Ann Teague White, a survivor of the tornado. Pat was a member of the Southwest Football Officials Association out of the San Angelo chapter. He officiated all over West Texas with other great hearts, such as Edd B. Keyes, Dub Izzard and Tom Gregg. One of Dub's favorite stories was, he, Edd B. Keyes and Tom Gregg were on their way to Ozona in Pat's car. They had a flat. The three big men, Pat, Edd and Tom hoisted the car without a jack and Dub slipped on the spare. A second flat occurred a few miles down the road. Thinking they would never make it to the game, a stranger in a pickup stopped and drove them on to the game. After the game, the stranger loaned the four honorable men his pickup. They retrieved Pat's car and returned to San Angelo and the owner came later for his pickup truck. Dub chuckled as he remembered that Pat had a big sign in his yard which read "Father Flanigan's Boys Home." He was so proud of his five sons. One of Pat's favorite jobs was as the community center director for the Salvation Army in Dallas and Pleasant Grove. Pat was preceded in death by his parents; a brother, Forrest Flanigan; a grandson, Anthony Flanigan; his wife, Adeline; and his second wife, Marge Thorpe. WILLARD D. WELCH Willard D. Welch died Easter Sunday, April 4, 1999, at the skilled nursing facility at St. John's Hospital. Born Jan. 2, 1922, to Clarence E. and Alma Welch of Mitchell County, he graduated from Colorado City High School with honors in 1939. He married Maizie West of Commerce on Sept. 22, 1942. Willard entered the Army Air Corps Aviation Cadet training program on March 22, 1943, in Dallas. He was sent to California for training and received his wings and commission at Douglas, Ariz., in February 1944. He then served as an advanced pilot school instructor and a B-17 pilot. He remained in the service after World War II spending most of his time in the Air Rescue Service. He retired from the USAF on Sept. 30, 1969, at the Pentagon where he was director of plans and programs for the Air Force Reserve. He was awarded the Legion of Merit for his service there. Following retirement from the Air Force, Willard worked as a stock broker in Winter Park, Fla., and retired from Dean Witter as an associate vice president in 1987. He and his wife, Maizie, then moved back to West Texas (San Angelo) in 1989. He was an active member and an elder in the First Christian Church. He was president of the Henson Class and chairman of the stewardship committee during his membership there. He is survived by his sons, Willard Douglas Welch Jr. of San Antonio, Stephen Mark Welch and his wife, Kathy, of Dallas and David Eugene Welch and his wife, Ashley, of San Angelo. He is also survived by his grandchildren Heather, Mary Kathryn and Austin Welch. She was a former member of the First Baptist Church in Bowie and had been an active member of the First Baptist Church in San Angelo since 1936, where she was a member of the Lydia Sunday School class. She was a member of the Concho Valley Medical Society Auxiliary, the American Association of University Women, the PTA, Garden Club, and a den mother for the Cub Scouts in San Angelo. She married Dr. Lewis K. Tester June 1, 1939, in San Angelo. Dr. Tester passed away on June 5, 1989. Mrs. Zak was born April 15, 1905, in Kristoff community to Ignatz and Francis Olsak. She married John J. Zak in 1925. She was a homemaker and a member of Cathedral Church of the Sacred Heart. WILLARD D. WELCH Willard D. Welch died Easter Sunday, April 4, 1999, at the skilled nursing facility at St. John's Hospital campus. Born Jan. 2, 1922, to Clarence E. and Alma Welch of Mitchell County, he graduated from Colorado City High School with honors in 1939. He married Maizie West of Commerce on Sept. 22, 1942. Willard entered the Army Air Corps Aviation Cadet training program on March 22, 1943, in Dallas. He was sent to California for training and received his wings and commission at Douglas, Ariz., in February 1944. He then served as an advanced pilot school instructor and a B-17 pilot. He remained in the service after World War II, spending most of his time in the Air Rescue Service. He retired from the USAF on Sept. 30, 1969, at the Pentagon, where he was director of plans and programs for the Air Force Reserve. He was awarded the Legion of Merit for his service there. Following retirement from the Air Force, Willard worked as a stock broker in Winter Park, Fla., and retired from Dean Witter as an associate vice president in 1987. He and his wife, Maizie, then moved back to West Texas (San Angelo) in 1989. He was an active member and an elder in the First Christian Church. He was president of the Henson Class and chairman of the stewardship committee during his membership there. He is survived by his sons, Willard Douglas Welch Jr. of San Antonio, Stephen Mark Welch and his wife, Kathy, of Dallas and David Eugene Welch and his wife, Ashley, of San Angelo. He is also survived by his grandchildren, Heather, Mary Kathryn and Austin Welch. Memorial service will be at 11 a.m. Wednesday, April 7, at the First Christian Church (Disciples of Christ) following a private graveside service, with the Rev. Ben Hubert officiating.
