He was brought into this world with the help of Aunt Henrietta, the midwife who delivered most of the local children. Cecil was the oldest of three children born to Rodie and Frances Carey Woodard. Cecil grew up on the bottomlands of Robinson, Texas and learned about hard work early in life. His dad was a truck farmer and Cecil was his helper. Cecil also grew up surrounded by cousins and kin and enjoyed life in a small farming community. Sunday services and a big family dinner were integral parts of family life. Cecil graduated from Waco High School in 1936 and attended Baylor University. While attending Baylor he worked at the local Piggly Wiggly and later at Sears and Roebuck to help pay tuition. Also at Baylor he met Irma Lawler, while scouting out the new freshman girls. This relationship grew into love and also a wonderful lifelong relationship with her parents, Hayden and Edna Lawler, who “loved Cecil as a son”. With World War II looming, Cecil went into the Army in July of 1941. When Pearl Harbor was attacked, he asked to transfer to the Army Air Corps. He did his Ellington Field, as a second lieutenant, Class 43C in 1943. He served as a flight instructor at Bergstrom Air Force Base in Austin. While in Austin, Cecil married Irma Lawler, June 14, 1943. Paula was born in July of 1944. In 1945 Cecil was assigned to pilot a C-46 in the China-Burma-India Theater. He flew 152 missions over the “Hump” transporting gasoline to the Chinese troops. When the war was over, Cecil was offered a pilot’s position with the Chinese National Air Force, but Irma said, “Come home!” In January 1946, Cecil joined Irma and Paula and they located in Junction, Texas, for Cecil to begin a new career as a rancher. His father-in-law told him all he needed to do was, “buy some goats and sheep to put on the land and go to the football games on Friday night.” Cecil soon discovered that he had a lot to learn about ranching and using a crowbar, but found the local Kimble County ranchers willing to listen and guide and give advice. His mentor was Alfred Bannowsky, a long time Kimble County rancher. He and his father-in-law, Hayden Lawler, were good business partners and had a very congenial relationship. Cecil was selected as Soil Conservationist Rancher of the Year. Alamo Ranch produced Angus cattle, Rambouillet Sheep, and Angora Goats. About ranching Cecil always said, “I don’t own any land, I’m just the steward of it”. For the next 58 years Cecil lived in Kimble County. He raised his family (Hayden was born in 1947), was a good steward of the Alamo Ranch and served his community in many capacities. He was given the Lifetime Achievement Award in 2002 by the Kimble County Chamber of Commerce. When the drought came in 1955, Cecil bought the City Pharmacy and he and his partner, Dow Burnett, started a working relationship that thrived for 40 years. They also owned pharmacies un Uvalde and Del Rio. Cecil and another partner owned the M & W Butane Business for several years before the partner bought the business. While contributing to the community by owning businesses, Cecil also served two terms as President of the Chamber of Commerce. He served two terms on the city council, served on the Hospital Board and the Kimble County Tax Appraisal Grievance Board. He had been a Rotarian for 51 years. He was privileged to attend four International Rotary Conventions and was a Paul Harris Fellow. In 1944 he was named Rotarian of the Year. He served on the original Housing Board that secured government low-cost housing for Kimble County and also served on the Senior Citizen Foundation Board. Having delivered many prescriptions, he felt great concern about the substandard housing conditions he saw in his community. He was the only charter member of Kimble County Water Board still serving until 2002, a term of 29 years. Under this board, the Junction Dam was built and flood control and recreational use of the Llano River improved. Cecil has been an active member of First Baptist Church and has served as a deacon, Sunday School Teacher, Music Leader and willing worker. He has supported the Ministerial Alliance and was active in the Emmaus Community. Cecil took an active part in the ranching industry, serving as a Lifetime Director of the Sheep and Goat Raisers Association, a director of the Soil and Water Conservation Board, and was a District Director of the Mohair Council of America. He was a board member of the ASCS, Agricultural Stabilization Conservation Service. Having an interest in young people and the community, Cecil served on the Junction Independent School Board, the Boy Scout Council and was a lifetime member of the El Camino Girl Scout Council. Cecil served as a charter member of the Region XV Educational Service Center from 1967 until 1975. That meant a lot of trips to San Angelo! He supported the Youth Show and West Texas Rehab efforts, the Kimble County Library Building Fund and the library. Cecil was a Lifetime Member of the Hump Pilot’s Association and had enjoyed a renewed fellowship with seven of his original squadron over the past two years at Hump Pilot Reunions. After his wife Irma’s death in 1989, he married Mary Ann Wright and together they enjoyed community and church involvement and traveling. Cecil often said he was blessed with two good wives. He is survived by wife, Mary Ann; daughter, Paula Locke and husband, Tom, of Kerrville; and son, Hayden and wife, Sue, of Junction. He is survived by a sister, Mary Frances Newton of Midland. Also surviving are granddaughters, Julie Martin and husband, Todd, of Temple and Taylor Woodard of Junction; grandsons, Kerry Sutton and wife, Diana, of Kerrville and Christopher Woodard and wife, Debbie of Ogden, Kan.; and five great-grandchildren, Tyler Sutton, Savannah, Sierra, and Cameron Woodard and Ryan Martin. He was preceded in death by a brother, Joe. Cecil became a very special part of Mary Ann’s family and is survived by two step-daughters, Robin Gardner and husband, Gary of Junction and Susan Wright of Perth, Australia; step-son, Lance Wright and wife, Kim, of Houston. He will be missed by their children, Whitney, Jessica and Ashley Gardner and Zach, Josh, Jacob and Jillian Wright. Funeral service will be at 2 p.m. Monday, July 15 at First Baptist Church in Junction, Texas. Morris Cook and Sam Coffey will conduct the service. Pallbearers will be John Mogford, Richard Foster, Larry Maddux, Basilio Vidal, Harold Dean Martin and Maurice Brown. Honorary pallbearers will be the deacons of First Baptist Church. In lieu of flowers, donations can be made to the Property Development Fund at the First Baptist Church, the American Cancer Society or the Junction Rotary Scholarship Fund. -------------------------------------------------------------------------------
