Present: George Skillern, Pat. Lockhart, Martin McFerran, Thomas Rowland, James Burnett and William Davidson, Gent. Justices. Captain Hancock authorized to open road; James McCall Surveyor. John Cooper appointed surveyor in place of James Cooper, deceased. Pat. Lockhart, James Rowland, and Robert Harvey appointed to receive money arising from sale of lots in Fincastle. William Neeley, Col. William McClannahan, and David May appointed to let to contract to the lowest bidder the building of a house on Thomas Madison's stone house tract of land, 18x24 feet, of round logs, 16 feet high, the lower story 10 feet, plank floors above and below, with a good door with sufficient lock and key, covered with lapped 3hingles 18 inches to the weather clear of sap, the whole to be finished by the first of March in a workmanlike, manner, for the reception of deer skins and hemp, agreeable to act of Assembly. Six pounds ordered to be paid to John Benery for keeping Mary Webster. Ten pounds allowed John Kent for receiving grain tax 1779-1780. Lawrence Conner, a wounded soldier of Capt. Wallace's Company, 8th Va. Regiment, recommended for pension. Deeds ordered to Pat Lockhart, Thomas Rowland, Robert Harvey and Samuel Todd for lots purchased by them in Fincastle. Andrew Henry executed bond to keep the peace for 12 months, and particularly towards Francis Smith, with Joseph Kyle and James Leatherdale as his surety. February 13, 1784 Samuel Scott summoned to appear at next court to give counter security to Wm. Davidson and Joseph Kyle, his securities for the executorship of his father. Stephen May allowed twenty-seven pounds ten shillings for acting as jailor, furnishing prisoners and deserters with 673 diets, firewood, water, etc., to be paid from money arising from sale of the lots. Pat Lockhart allowed 44 pounds 13 shillings for money paid for the County to individuals. Thomas Rowland and Robert Harvey ordered to view the prison and make report whether to repair same or to build a new one. David McClenachan and Laurence Conner bound for their good behavior for twelve months and a day from this date. David McClenachan, Patrick Lockhart and David May gave bond for the said McClenachan's good behavior for the above term. Anthony Golson is appointed Inspector of the Hemp and Skins, to be received on payment of the taxes in this County. Ordered that David May be paid for certifying claims of this County the sum of 35 pounds, to be paid from money arising from sale of the lots in this County. Three pounds to Pat Lockhart, Exor. of Richard Thomas, decd., for assisting the said May. Order by which David McClenachan and Laurence Conner were to be bound for good behavior, for reasons appearing to the Court, is set aside.
